When I busted my Heatpipes on the Gigabyte GTX 1070 I found that the card was thermal throttling and hence the performance would not be as good as if it was a normal working solution. Though can you fix heatpipes? Getting back to my workplace I had all the tools to give it a budget shot, though failing miserably I still managed to make a solution (Scythe $5 cooler that I found in a junk bin) fit, and my god did it fit well and work even better... The temps were really good, not going over 70 degrees in the mini itx case, and in that case it produced the best results I have seen for a GTX 1070 on air... quite surprising.
Though there is another solution I had if you are into crazy experiments and that is the Arctic S1 Plus which I picked up for $25 AUD (about 18 USD) shipped. this thing fitted on goofy style (using the memory cooling plate from the original Gigabyte cooler and I also used the fans too). This performed pretty well too and went into the 60s in my open air test bed, though the Scythe never went above 56 degrees in the test bed, so that was to be the best solution not only for size but for performance ironically.
