Here we setup a RetroArch Emulator on PC, and Originally I was going to build a H100p APU box, but then decided after messing around with the weird aspects of the case to make a retro arcade box that can play xmen vs street fighter and other emulators. The best platforms I found to work were RetroArch and also WinKawaks (for CPS1 and CPS2 Capcom emulation, as RetroArch nor RetroFE worked for this). Also I originally tried RetroFE but it didn't work for me properly on Windows 10 and was more complex to get working than RetroArch which was very simple (I was pulling hairs out originall). So save yourself a heap of time if you are a new to this and enjoy this simple laid back how to.
Here are the two programs you need:
RetroArch: https://www.retroarch.com
WinKawaks: http://www.winkawaks.org
(Get your owns roms however you need to, then copy them to the rom folders on both programs, RetroArch will need to scan and sync and WinKawaks will need to scan then it can load).
Also will work on basically any pc in the last 10 years, so if you have a joystick you don't need to buy anything new... just follow the tut and way you go.
Parts to make your own Retro Rig:
Athlon 200GE: https://amzn.to/2HuAvTY
Would recommend if you have the extra to get the 2200G which is more powerful and only a bit extra: https://amzn.to/2Zk1gpn
8GB RAM: https://amzn.to/2KVVsth
1TB m.2: https://amzn.to/2ZunzDI
