The iPhone 13 Pro and Pro Max are amazing phones with quicker screens, superior performance, and long-lasting batteries. If you have an older device than the 12 Pros, you should consider upgrading only for the new ProMotion displays. Though the cameras have improved significantly, I don't think they'll be the main attraction. It's difficult to tell the difference in photo quality between Apple's latest flagships.

Cinematic Mode, Photographic Styles, and macro cameras are all wonderful to have, but they won't make or break your iPhone 13 Pro experience. Apple was catching up to Android flagships by finally adopting 120Hz panels to its phones, but there are no plans to do so in the near future.
