How-to: This cutscene can be played and seen when talking to the Bank Guard (you need 50 coins to watch the cutscene) located next to the Draynor Bank.

This was a past event in RuneScape where the Wise Old Man was robbing a bank and killing several players (spoof NPC's!), acquiring several amounts of money (probably around millions or even billions, provided the bank contained vasts amount of money) and one of the most valuable items of RuneScape: A Blue PartyHat.

Evidence is clear that he's the robber, and also willing to burn down the Wizard's Tower. despite him initially declining that fact, though through several means and ways he admitted not to commit any crimes anymore and cease to either rob banks or kill players, as well as not going to burn the Wizard's Tower.

NOTE: The Blue PartyHat found in the video was early after the release of this event acquirable via a glitch, but was fixed, and the Blue PartyHat had a different ID than the actual ones, making the item invaluable to 1 GP and unusable.
