Achievement 'Traffic Control' = Complete a level with signs to spare. (Map = Scissors [Hard])

This is by far the only way I could find to get this achievement. I got it actually by accident not putting the green sign there, and then I stopped to capture it when I realized it worked. I tried however on easy and medium levels while progressing to get it, but none of the combinations worked. Perhaps this is the only way. Good luck!
